if i were to get an expungement from texas and move to another state will the other state be able to see my sealed records? as in some state jobs?

No. If you criminal record is from Texas, Texas courts, law enforcement agencies and the Texas Department of Public Safety are the repositories for the records, once they expunge them, they will no longer be made availalbe to anyone, inside or outside of Texas.  

The only risk is that background check companies may not update their records to reflect the expungement in a timely fashion.  Some companies only update their records once a year.    I would recommend this service if that is a concern: http://www.continuingjustice.org/our-projects/criminal-database-update/
