i was convicted of a felony that is a wobbler (able to be a felony or misdemeanor). i was sentenced to county time and probation with 3 year suspended sentence. i didn't complete probation, and was sent to prison. i have discharged parole and am wondering if my felony can be reduced to a misdemeanor.

Unfortunately, your case became ineligible to be reduced when you were sented to prison.  Penal Code section 17(b) allows the court to reduce certain offenses that meet certain requirements.  One of those requirements is that you do not serve prison time.  It also is not able to be expunged.  The best option available is a certificate of rehabiliation.
