my record was expunged over a year ago, and my conviction was over ten years ago does that mean my right to bear arm is reinstated

The law regarding the restoration of firearm rights after expungement in Arkansas changed effective March 13, 1995.  If you were sentenced prior to that date, you need only have your record expunged to have your firearm rights restored.  However, beginning on March 13, 1995, you will have to take the additional step of getting a partial pardon through the governor's office to have your firearm rights restored.
