I have a criminal record that has two felonies possesion of marijuana and possesion of drug paraphenalia. both have been dismissed with prejudice back in 2008 after complying with random drug test can i get these both expunged? and if so how much does this process cost and on average how long does it take?

There are two forms of relief for AZ cases.  Setting aside, which applies to convictions, so this would help you.  The other form of relief is record sealing, which applies to cases where there was a wrongful arrest, usually as a result of mistake, bad judgment by the arresting officer, etc., this too does not like it would apply to your case.
